Prior to opening his legal office, Richard served as assistant legal counsel to the Speaker of the Illinois House of Representatives during the 2014 Spring legislative session. During that time, Richard reviewed and drafted legislation, analyzed bills, provided memoranda and analyses on legislative matters to House leadership, and assisted House members with floor debate.
Richard acted as Parliamentarian in the House of Representatives and assisted the Speaker with parliamentary procedure on the House floor and also served as legal staff and Parliamentarian to the Judiciary and Public Safety: Police and Fire committees. Richard actively worked on over 120 House and Senate bills, 25 of which became law. Several of those laws are directly related to estate planning and administration including the following Public Acts:
98-0821: Simplifies the use of Transfer on Death Instruments
98-0836: Prevents fraudulent use of small estate affidavits
98-1082: Protects minors in guardianships and allows a parent to name a preferred short term guardian
98-1093: Protects Seniors from fraud by their caretakers
98-1094: Protects disabled adults who have a court appointed guardian
98-1113: Completely re-writes of the Illinois Health Care Power of Attorney
98-0866: Gives trustees powers to participate in virtual representation
98-0946: Provides guidelines regarding a trustee's powers
Richard began his legal career at the Cook County State's Attorney's Office where he served as an Assistant State's Attorney for over six years. During that time, he acted as a prosecutor of criminal cases where he successfully tried hundreds of motions, hearings, and bench, and jury trials. Richard also presented evidence and several witnesses to the Grand Jury on all manners of felony cases, including murders. Richard also actively worked with law enforcement agencies during their investigation of felony crimes.
